Naghuna-huna ko kung naa ba'y dipirensiya sa mga pagpulong nga 'seguro' og 'tingali'.
There is no difference, seguro/siguro is from Spanish while tingali is Binisaya.
The weird thing is seguro in Spanish means sure. For example, siguardo ko siya to, or sigurista kaayo akong higala.
Only in the Philippines that in some languages like our Binisaya we can use it as maybe/ tingali.
My binuang theory is that our ancestors where tired of the crap the Spanish gave us so we would always reply with siguro even though we don't plan to do it or do it half heartedly.
