I tried to use dictionary to translate but i doesn't make any sense. I can't really get the flavor of what is being said...my bisaya is very bad...almost none existent in fact.

Comment on "understand." This is an elliptical sentence. If this is to be expressed in its complete form, it would be like this: "Do you understand?" In the sentence above, the "Do you" part is unseen, but it is understood to be there. That is why it is elliptical (some parts being removed, but still understandable).
